Part of How to build a community budget that finance will trust
Costing an English community from people to termination without invented rates
Estimate community costs in England from people, software, implementation, moderation, governance, support, change and exit without invented rates.
The cost of a community is the money and staff time needed to deliver a defined member service. A software subscription is only one line. An honest estimate includes setup, daily operation, irregular incidents, internal specialists and eventual exit.
What to take away
- A community cost estimate must cover setup, daily operation, incidents, internal specialists and eventual exit.
- Base the pay line on ONS ASHE earnings for the role, then add employer National Insurance, pension auto-enrolment and overheads.
- Technology pricing depends on the real billing unit, such as active users or storage, not just registered members.
- Budget for termination costs including export, migration and deletion verification from the start.
- Show costs by month or quarter to reveal when cash and staff are needed.
Set the cost boundary
Describe the initial audience, core activity, access model, service hours and planning period. State whether the estimate covers an internal team, external operator, hosted platform, self-managed system or combination.
List the work the buyer still performs. A managed moderation quote may exclude expert answers, policy ownership, data requests and member communication. Those costs do not disappear when another supplier handles posts.
Calculate setup
Setup cost build
- Discovery and audience research
- Governance and procurement
- Configuration, identity, integrations
- Content preparation and migration
- Testing, training, launch support
people days x loaded day cost + supplier fees + direct expenses
Use a range where the source material is uncertain. A content count does not reveal how many permissions, attachments or obsolete records require manual review during migration.
Model recurring people
Break operation into ordinary and exceptional work: welcoming, facilitation, unanswered contributions, moderation, events, reporting, technical administration, training, reviews and escalation. Apply realistic cover for annual leave, sickness and extended hours.

Use the employer's actual pay framework. The Office for National Statistics publishes earnings and working-hours data, but national or sector averages do not establish what a specific English organisation will pay for the required skills. Add employer on-costs and overheads consistently with internal finance policy.
Employer National Insurance and pension auto-enrolment contributions are the two statutory additions. Confirm the current thresholds and rates before use.
Price technology on the real unit
Vendors may charge by plan, member, active user, administrator, feature, usage or negotiated agreement. Circle's pricing page and Discourse's pricing page illustrate that official product records can expose different plans and limits. They are not quotes for every buyer and must be reopened on the decision date.

Model low, expected and high usage using the supplier's definitions. A registered member and an active member may not be the same billing unit. Include storage, email, streaming, artificial-intelligence usage, support and additional environments where relevant.
Add control and change
Budget privacy, security, accessibility, legal and safeguarding input according to risk. Include vulnerability work, backups and recovery if the system is self-managed. Set an allowance for policy, integration and feature changes rather than assuming the launch configuration remains fixed.

Add England-specific cost drivers
Contractors engaged through personal service companies sit inside the off-payroll working rules known as IR35. Public sector bodies and medium or large private employers must decide status before engaging them.
Processing personal data usually requires registration with the Information Commissioner's Office and an annual fee. Member-facing services also carry accessibility duties under the Equality Act 2010, so audits and remediation belong in the budget.
VAT treatment depends on whether the service is a taxable supply. Most supplies are standard-rated at 20%, but a platform bundled into a single membership fee can restrict input VAT recovery.
Include termination
Estimate notice-period fees, export, archive decisions, member communication, migration, parallel running and deletion verification. An exit test during procurement gives a better input than guessing after dependency has grown.
Show timing and resource constraints
Place costs in the month or quarter when cash and staff are needed. Annual totals can hide a launch period in which research, configuration, migration and training compete for the same people. Show committed payments separately from cancellable or usage-dependent spend.
Volunteer or member contributions are not a zero-cost substitute for operation. Budget recruitment, support, recognition, supervision and replacement. Do not make a safety-critical response depend on unpaid availability without an agreed fallback.
Add the cost of delay where it affects the choice. Waiting for an integration or specialist review may extend parallel systems and supplier support. Record the basis rather than inventing a general cost for every week.
Present a decision range
Show setup separately from annual operation and one-off change. Mark the source and review date for each input. Then run sensitivity on the assumptions most likely to alter the result, such as member activity, moderation volume or implementation effort.
Illustrative worked example: a 500-member internal community
Every input below is an assumption, not a market rate. Substitute the supplier quote and the organisation's payroll data before you use it.
- £40,000Community manager salary. Employer National Insurance at 15% above the £5,000 secondary threshold adds about £5,250, and pension auto-enrolment at 3% of qualifying earnings adds about £1,010. The loaded cost is roughly £46,260.
- 0.2Specialist support of FTE at the same loaded rate adds about £9,250.
- 500Platform subscription for active users, held at an illustrative £9,000 a year.
- 30Setup of people days at a loaded £250 a day plus £3,000 of supplier configuration gives £10,500.
- £75,000Year one totals about and steady state about £64,500.
- £5,000The exit provision is a separate band of to £12,000, set by data volume and notice terms. All figures exclude VAT.
A cost estimate is ready when finance and the service owner can trace every material line to work, a first-party price record or an explicit assumption. It should never imply that a generic England average is a quote.
As a sanity check, a total below the loaded people cost alone means a line is missing, and a software line above a third of the total points to the wrong billing unit.
Cost checks before approval
- Define the audience, core activity, access model and service hours.
- List work the buyer still performs, such as policy ownership and data requests.
- Estimate setup work using people days, supplier fees and direct expenses.
- Model low, expected and high usage using the supplier's billing definitions.
- Include control costs for privacy, security, accessibility and legal input.
- Plan for termination with notice fees, export and deletion verification.
Common questions
What should a community cost estimate include beyond a software subscription?
Setup, daily operation, incidents, internal specialists and exit. Run cost is dominated by loaded people time, not by the licence line.
How should technology costs be modelled?
On the supplier's real billing unit, which may be active users rather than registered members. Model low, expected and high usage from the supplier's own definitions.
Why does termination cost matter?
Export, migration and deletion verification are cheaper to price during procurement than after dependency has grown. Notice terms and data volume set the band.
