London, Manchester and Edinburgh community costs compared
Community management software budgets hinge on ONS pay data and advertised agency rates, which diverge sharply between London, Manchester and Edinburgh.
What to take away
- London community manager roles advertise at £38,000 to £55,000, against £32,000 to £45,000 in Edinburgh.
- Manchester advertises £30,000 to £42,000, and its agency rates start below both other cities.
- London agency day rates run £450 to £800, with Scottish public-sector rate cards capping Edinburgh work at £300 to £450.
- Employer National Insurance at 15% above £5,000 sits on top of every headline salary, with pension at a 3% minimum.
- Compare on total employment cost, not salary, and tie any annual uplift to a named ONS index.
Community manager salary bands by city
ONS ASHE put UK median full-time gross pay at £37,430 in April 2024 and, in the release of 22 October 2026, at £40,911 for April 2026. Full-time medians run near £44,000 in London, £33,000 in Manchester and £36,000 in Edinburgh.
These figures rest on the April 2024 ASHE release. Check the ONS earnings pages for a newer release before signing, and use ONS employment and labour market data to test whether a quoted salary is plausible for the region.
London advertises £38,000 to £55,000 for a community manager and £60,000 to £80,000 for a senior strategist. The capital holds the largest cluster of agencies and in-house teams, so employers compete for a shallow pool.
Manchester advertises £30,000 to £42,000, and £45,000 to £60,000 for a senior lead, with digital agencies and startups driving demand.
Edinburgh advertises £32,000 to £45,000 and £48,000 to £62,000 for senior roles, with narrow public-sector bands. Scottish Income Tax adds a 42% higher rate from £43,663.
Employer National Insurance and pension sit on top of these bands, and the hidden costs guide lists the lines that go missing from budgets, from leave cover to departure.
Agency day rates and monthly retainers
Advertised agency rates track local salary costs plus margin. London community operations run £450 to £800 a day, with moderation at £250 to £400 and out-of-hours cover at a 1.25x to 1.5x premium.
Manchester runs £300 to £500 a day, with moderation at £180 to £280. Its agency cluster competes for the same talent, so these are local rates, not a discount.
Edinburgh splits in two. Private fintech work runs £350 to £600 a day, while Scottish Government and university frameworks specify rate cards at £300 to £450. Moderation sits at £200 to £320.
Monthly retainers follow: about £4,000 to £9,000 for a London manager-and-moderator scope, £2,500 to £5,500 in Manchester and £3,000 to £6,000 in Edinburgh.
A blended day rate hides the gap between a junior moderator and a senior strategist, so ask for named roles in any quote.
Employer costs, tax and annual uplift
Employer National Insurance runs at 15% on earnings above the £5,000 secondary threshold per employee from April 2025. Pension auto-enrolment adds at least 3% of qualifying earnings.
ONS inflation and price indices explain why one national uplift is unsafe, because housing and transport weigh more heavily in London.
Advertised contracts build in 3% to 5% a year or track CPI, so tie the clause to a named ONS index and name the city.
Software costs the same in all three cities, at £20 to £60 per seat a month plus 20% VAT; ICO advice for small organisations covers the data protection duties attached.
Lay salary, employer costs, cover and platform fees in separate columns with the community budget template, so the three-city comparison stays honest.

Example: normalising three quotes for one scope
Run the same five steps on every quote before you compare cities.
Normalising three quotes
- Fix the scopeone manager, one moderator, out-of-hours cover, twelve months.
- Strip platform fees and VAT so you compare people only.
- Add employer National Insurance at 15% above £5,000 and pension at the 3% minimum.
- Convert agency day rates into an annual figure using the contract days.
- Apply a city uplift tied to a named ONS index, not a national average.
Normalising three quotes
- Write the scope onceroles, hours, cover, assurance, exit
- Ask each agency for a rate card with excluded lines
- Add employer costs, VAT at 20% and travel
- Apply the relevant ONS index for the city
- Compare total cost, not headline rate
Illustrative only, using band mid-points: a £46,500 London salary carries about £7,600 in employer costs, giving roughly £54,100. Manchester at £36,000 carries about £5,700, giving roughly £41,700. Edinburgh at £38,500 carries about £6,200, giving roughly £44,700.
That ranking survives the on-costs, so the guide to costing an English community is worth reading before you accept any of the three quotes.
Common questions
Why does the same community manager role cost more in London?
London holds the largest cluster of agencies, vendors and in-house teams, and the pool of experienced community managers is shallow. Competition pushes salaries and day rates above Manchester and Edinburgh.
Do Edinburgh agency rates undercut London?
Yes on most scopes. Private fintech work runs £350 to £600 a day against £450 to £800 in London, and public framework rate cards push the top end lower still.
Does community management software cost more in London?
No. Most platforms price per seat or per active member, typically £20 to £60 per seat a month with UK VAT at 20% added. The city variable is the people, not the platform.
